Nat'l gov't to adopt community-driven approach in poverty alleviation

CEBU CITY, Jan 31 (PIA) – The national government will adopt a community-driven approach in its poverty alleviation efforts in 2013.

This after the National Economic and Development Authority (NEDA) chaired by Pres. Benigno Simeon Aquino III gave a green light on the National Community-Driven Development Program (NCDDP) during its meeting last January 18.

The NCDDP will use the anti-poverty approach developed through Kapit-Bisig Laban sa Kahirapan- Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) and will also apply the lessons learned in the implementation of the various CDD programs of the other national government agencies.

NCDDP will use the community-driven development (CDD) approach to address poverty to empower ordinary citizens to actively and directly participate in local governance by identifying their own community needs, planning, implementing, and monitoring projects to address local poverty issues collectively.

Currently, Kalahi-CIDSS covers 367 of the poorest municipalities in 12 regions and will increase to 900 in 16 regions within this year.

DSWD also announced that a similar program for the Autonomous Region of Muslim Mindanao (ARMM) is being worked out as well, which means that an additional 118 municipalities will be covered in ARMM.

In Central Visayas, Kalahi-CIDSS covers 25 municipalities in Bohol, Negros Oriental and Siquijor.

It was then expanded to 55 more towns scattered all over the region including Cebu.

DSWD remains as the lead implementing agency of NCDDP but it will work with other agencies, such as the Department of Agrarian Reform (DAR), Department of Agriculture (DA), Department of Education (Dep Ed), Department of Energy (DOE), Department of Environment and Natural Resources (DENR), Department of Labor and Employment (DOLE), N Department of Health (DOH), Department of Labor and Employment (DOLE), Department of the Interior and Local Government (DILG), National Commission on Indigenous Peoples (NCIP), National Economic and Development Authority (NEDA), Department of Budget and Management (DBM), and the National Anti-Poverty Commission (NAPC).

DSWD is confident that the program will bring the development change needed by the most vulnerable and the disadvantaged sectors of society NCDDP will be launched in the second half of 2013 and will be implemented for a period of five years. (rmn/JSME/PIA-Cebu/DSWD)
