Senate concurs ICC treaty ratification
MANILA, August 26 (PIA) -- The Senate of the PHL concurred the ratification of the Rome Statute of the International Criminal Court (ICC) marking the country's official entry into it.
Senator Loren legarda hailed the senate and the President's stamp of approval on the treaty and to senator Miriam Santiago for sponsoring the ICC treaty.
This will strengthen the PHL's stand in protecting human rights, including the right to human life and dignity, and will bring a strong message that the country will never tolerate impunity the Senator said.
The Instrument of Ratification of the treaty was signed by the President last May 6, 2011 and submitted to the Senate thereafter for concurrence.
Under Section 21, Article VII of the Constitution, "No treaty or international agreement shall be valid and effective unless concurred in by at least two-thirds of all the members of the Senate, this is learned.
The Rome Statute is the legal basis for establishing the permanent International Criminal Court and 120 States adopted the treaty on July 1998.
The ICC is an independent, permanent court that tries persons accused of the most serious crimes of international concern, namely genocide, crimes against humanity and war crimes.
It is a court of last resort that will not act if a case is investigated or prosecuted by a national judicial system unless the national proceedings are not genuine.
It only tries those accused of the gravest crimes.
Recently, the United Nations Security Council referred to the ICC the case of Libya, a non-state party to the ICC.
In reaction to this, Legarda said that this was a positive development since Filipinos who may become victims of atrocities brought by the growing unrest in Libya could be provided with the necessary legal remedy through the ICC. (PIA-7/MBCNewman & reports from the Office of Senator Legarda)

Cebu to install facility for cyber crime investigation

CEBU CITY – August 26( PIA) -- The Cebu Provincial Government will tie-up with the Philippine National Police (PNP) to put up a cyber laboratory equipped with apparatuses for faster investigation of cyber crimes in Cebu and the Visayas area.
Anti-Trans National Cyber Crime, Camp Crame chief Sr. Supt. Gilbert Sosa discussed the matter with Cebu Provincial Vice Governor Agnes Magpale in a recent seminar on Cyber Crime Investigation at Camp Sergio Osmena Sr. in Cebu City.
Magpale echoed to Governor Gwendolyn Garcia the desire of Camp Crame to place a cyber laboratory in Cebu that would cater the entire Visayas Island.
In a letter to Garcia, Magpale appealed for the approval and fastest realization of the laboratory to trace and curb cyber crimes in the province that mostly victimized the minors.
In her response, Garcia said she appreciated the plan and is willing to meet with Sosa or any representative from Camp Crame as well as the Provincial Police Director Sr. Supt. Patrocinio Comendador for a dialogue on the matter.
The governor added she is interested to listen to the idea of the plan and eager to work together with the parties involved in eliminating cyber crimes in Cebu and the Visayas.
For the possibility of constructing the laboratory inside CCPO Office Comendador welcomes the facility.
As reported, the Criminal Investigation and Detective Group (CIDG) also plans to build a forensic crime laboratory still at the CCPO premises.

With this two laboratories that will soon rise in Cebu it is hoped that cyber pornography and other crimes in Cebu and the Visayas will be diminished. (PIA-Cebu/mbcn/as)

Pantawid Pamilya contributes to the increase of enrollees

CEBU CITY August 25 (PIA) -- Enrolment in the Cebu City public elementary schools where most of the residents are Pantawid Pamilya beneficiaries have increased to 104,353 from 99,231 enrolees in 2010.
DepEd Cebu City Supervisor Delia Kiamco gave credit to the Pantawid Pamilyang Pilipino Program (4 Ps) as the major factor of the increase.
Kiamco also noticed that most of these children excelled in their academic performance, diligent in doing projects and or assignments and very attentive in participating class and extracurricular activities in school and tagged as perfect attendees in their daily classes.
Kiamco added that parents of these children are equally very eager to attend their obligation as parent like, accompanying their children to school and attending parents- teachers’ activities.
"Parents have become very attentive in the health condition of these children resulting to a lower percentage of absentees due to bad health," Kiamco said.
Kiamco commended the Pantawid Pamilya as one of the government programs that lessen the out of school and drop out children in Cebu City.
She then revealed that Dep Ed Cebu City pledged its willingness to help and support the program as an advocacy to promote the importance and value of education to the young minds and to the parents.
As present a proposal to increase the fund intended for Pantawid Pamilya from P21B to P39B is on process, DSWD-Cebu City Link, Tears Lim said that they hoped for its approval this year.
