DILG official challenges LGUs to play vital role to sustain economic growth in countryside

CENTRAL VISAYAS, Dec 17 (PIA) -- A cabinet official challenged all local government units (LGUs) to play an important role in the country's economic growth and development specifically in the countryside and to sustain this growth and make it inclusive. 

Department of Interior and Local Government (DILG) Undersecretary Francisco "Bimbo" Fernandez issued this challenge in his keynote message during the DILG-7 evaluation and conference and awarding ceremonies for the Toboy 2012, Lupong Tagapamayapa Incentives award, and the Gawad Pamana ng Lahi awards on December 14 at the Cebu Grand hotel, Cebu City. 

"The DILG policy is to continue the legacy of secretary Robredo and try to improve on it," Fernandez said. 

He added that under the leadership of Secretary Manuel Roxas, the DILG today is very decisive in its action against illegal gambling, jueteng, illegal possession and unlicense firearms, and a comprehensive inventory of the programs, services and policies of the BJMP, BFP, PNP, and the local government units. 

"We are carefully looking at the department's bottoms-up planning and budgeting as well as moving toward multi-stakeholders' participation in projects implementations at the LGU levels," Fernandez said. 

Fernandez underscored the important role of the LGUs in disaster management that includes risk reduction and waste management; identification of projects that will involve the informal sectors and civil society specifically in the implementation of poverty alleviation progorams.

Pag-IBIG opens program to save members' properties from foreclosure

CEBU CITY, Dec 17 (PIA) --- Pag-IBIG members are urged to avail of the fund’s Non-Performing Asset Resolution Program (NPARP) to save their property from foreclosure. 

“Please avail of the NPARP to save your property from foreclosure,” appealed Rio Teves, Pag-IBIG manager, during a recent Kapihan sa PIA. 

Teves said that the NPARP program started six months ago on July 2, 2012 and will expire on January 31, 2013. 

NPARP was crafted to help highly delinquent borrowers maintain possession or use of their properties under modified terms and conditions. 

The Pag-IBIG official said the kind of accounts covered for the NPARP program filing are, namely: 1)Mortgage Contract Receivables (MCR) or Sales Contract Receivables that are in arrears for more than two years provided that the Contract to Sell has not yet been cancelled; 2) Items Under Litigation accounts, provided that the Certificate of Sale has not yet been registered; and 3) Group Land acquisition and Development (GLAD)/ Home Owners’ Association (HOA) loan accounts that are in arrears for more than two years with individual ledgers as GLAD beneficiaries and individual titles. 

Pag-IBIG Fund grants 30 percent discount to borrowers who pay their dues in cash or installment while 25 percent discount is given to borrowers who settle their dues through housing loan revaluation, Teves said. 

Applications for NPARP may be filed with the branch’s Housing Division.

DILG-7 awards outstanding barangay officials, LGUs for 2012

CENTRAL VISAYAS, Dec. 17 (PIA) -- The Department of Interior and Local Government (DILG-7) in Central Visayas gave recognition to 
outstanding local government units and barangay officials in the region during the awarding ceremonies for ‘The Outstanding Barangay Officials of the Year’ (TOBOY), Lupong Tagapamayapa Incentives awards (LTIA) and Gawad Pamana Ng Lahi awards on December 14 at Cebu Grand hotel, Cebu City. 

Bohol Province received P3M and trophy for winning the ‘Pamana ng Lahi’ award provincial category while Dumaguete City got P2M and trophy, city category and Jagna town in Bohol won P1M and trophy for the municipality category. 

DILG-7 regional director Ananias Villacorta in his opening message said these awards honor local government units and barangay officials that excel in leadership qualities, performance of duties and introduce innovations for the efficient and effective delivery of government services and development at the countryside. 

“People at the barangays are the real unsung hero of development at the countryside,” Bohol governor Edgar Chatto in his message said. 

Chatto lauded the DILG-7 for giving recognition to the men and women who made sure the “Matuwid na Daan” and inclusive growth are made possible at the barangays. 

In receiving the Gawad Pamana Ng Lahi award, Chatto said, “We are happy to introduce innovations at the barangays because these are the people who make the difference.” 

In the same event, 15 barangay officials in Central Visayas also received trophies and cash incentives for the TOBOY 2012 in the highly urbanized city, component city and municipality categories. 

According to DILG-7, TOBOY awards are given to Punong barangays, kagawads, secretaries, treasurers and SK chairpersons in the three categories. 

For the highly urbanized city category (HUC), Punong Barangay of barangay Budlaan, Cebu City Nerissa Antolihao got the trophy and recognition while for the component city category went to Punong barangay Danila Alama of Barangay 2, Bais City in Negros Oriental. 

For the municipality category, the winner went to Punong Barangay Glendon Nochefranca of barangay Poblacion, Amlan, Negros Oriental. 

DILG-7 officials and employees in the region led by its regional director Ananias Villacorta; Bohol governor Edgar Chatto and DILG Usec Francisco “Bimbo” Fernandez graced the event that was made entertaining and interesting with the presentations of various provincial, city and municipal DILG-7 personnel delegations either singing or dancing to the tunes of the ‘60s as its theme for this year.
