Cebu professor to launch book on urban governance
CEBU CITY Dec 12 (PIA) -- A book featuring the results of a research on urban form of governance in Cebu City from early 1990s to mid-2010 will be launched on December 12, 4:30 p.m. at Ayala Activity Center, Ayala Mall, Cebu Business Park.
The book entitled: "People Participation in Urban Governance in Cebu: A Reader" is authored by Prof. Felisa U. Etemadi, a college professor from the University of the Philippines.
It is published by Ramon Aboitiz Foundation, Inc. (RAFI) and reviewed by Dr. Resil Mojares, professor emeritus of the University of San Carlos.
Etemadi’s book shows the results of her studies that highlight two main themes: collaboration or partnership between government organizations (GOs) and non-government organizations (NGOs) and community-based groups in social services delivery and civil society participation in political processes from agenda-setting, planning, programming to budgeting, implementation and monitoring.
Her book's first part includes 13 articles published previously in academic journals or as book chapters.
Nine new unpublished articles compose the second part, giving updates on the developments discussed in the earlier works and provide a macro view on Cebu’s economy, poverty mapping, NGO coalition Kaabag sa Sugbo’s governance agenda, GO-NGO political engagement, socialized housing, sidewalk and street vending, child-friendly city programme, gender mainstreaming and the water divide.
The book's publication is under RAFI's Grants & Awards capability, which recognizes, supports and provides financial assistance to role-models in community development, including documentation and researches on social development.
Other capabilities of RAFI include institutional development & planning, knowledge sharing and advocacy, and services and facilities.

Lapu-Lapu City mounts intensive watch on pyro manufacturersInspections made to ensure zero accidents in firecracker industry

CEBU CITY, December 12 (PIA) ---To ensure safety among firecracker manufacturers in the area, the Lapu-Lapu city government is will inspect operations of pyrotechnics suppliers.
With Christmas season around the bend, Lapulapu City Mayor Paz Radaza directed the Bureau of Fire to inspect the firecracker manufacturers particularly in Barangay Babag.
Babag in Lapulapu City is known to be the “firecracker capital” of Cebu province.
Mayor Radaza said that as early as October she already issued a directive to the fire department for the inspection since accidents in the industry frequently happen during December.
Radaza also called on the firecracker manufacturers to have themselves registered in order to avail of constant education about the industry.
Operating illegally, she said, will not only put them in jail but they will not be able to know the latest safety trends in the firecracker business.
“We are focusing on measures that will prevent these accidents,” Radaza said.
The Mayor urged manufacturers to slowly adopt the modern art and science of pyrotechnic, to ensure that their safety as well as the consumers.
On the other hand, Lapu-Lapu City Police Office reported that they have conducted an information campaign on pyrotechnics. They were given tips on safe manufacturing, packaging, and handling since September this year.
In the last two years, Lapulapu has no firecracker manufacturing accidents.
In 2008, a family from Brgy. Babag operating a backyard firecracker manufacturing business lost their house and two kids when a mishandled firecracker caused an explosion. (rmn/FCC/PIA-7 Cebu)
