By Hazel F. Gloria

CEU CITY, Sept. 13 (PIA) -- The Department of Environment and Natural Resources (DENR) 7 is conducting a three-day regional reprogramming workshop for the proposed P725.2 million allocation for 2013 budget at the DENR 7 Training Hall, Banilad, Mandaue City on September 12-14, 2012..

The amount is 28 percent higher than this year’s P565.884-million budget.

The budget comprises personnel services (PS), P171.520 million or 23.65 percent of total, maintenance and other operating expenses (MOOE), P269.064 million or 37.10 percent and capital outlay (CO), P196.232 million or 27.06 percent.

Planning and Management Division (PMD) Chief Wilfredo Lee said the budget's increase is attributed to the increase of budgetary allocation of national greening program (NGP) and cadastral survey.

DENR 7 officer-in-charge Dr. Diana Apistar pointed out DENR thrusts and priorities are consistent with President Aquino’s social contract with the Filipino people and supportive of the five priority agenda.

“These are anti-corruption, transparent, accountable and participatory governance; poverty reduction and empowerment of the poor and vulnerable; rapid, inclusive and sustained economic growth; just and lasting peace and the rule of law; and integrity of the environment and climate change,” she said.

With the priority agenda, the DENR in the performance of its mandate under a regime of good environmental governance will continuously implement in 2013 the seven-point major program of Secretary Ramon JP Paje, said Apistar.

The seven flagship programs are clean air; clean water; solid waste management; resource conservation, protection and productivity enhancement which includes NGP, land administration and management program (LAMP), and water resources management; enhanced revenues from natural resources; climate change adaptation and mitigation; and good governance.

“We want to pursue very actively with efficiency and effectivity in program implementation and improved delivery of service to the public,” Apistar added.

Attended by nearly forty participants from the provincial and community environment and natural resources offices (P/CENROs) in four provinces, regional technical directors from the various services, planning officers, and division chiefs, the said activity is organized by the PMD.(HFG/PIA-7/DENR-7)
