NSCB to hold forum on revised PH System of Nat’l Accounts in Cebu on March 15

CEBU CITY, March 9 (PIA) -- A one-day forum to explain the features of the revised and rebased Philippine System of National Accounts (PSNA) will be conducted in Cebu City next week, March 15 by the National Statistical Coordination Board (NSCB).
The NSCB is the policy-making and coordinating body of statistical matters in the country. The agency is also the compiler of the national accounts which are used for economic policies.
Since 2009, the NSCB implemented a World Bank project called ‘Improving the Quality and Usefulness of the Philippine System of National Accounts’ through its funding window Trust Fund for Statistical Capacity Building III.
The main objective of the project was to enhance the capacity of the NSCB technical staff in undertaking a major revision of the PSNA, given the issues raised by experts and stakeholders on the quality and usefulness of the PSNA.
In May last year, the 1998 to 2010 annual revised and rebased estimates of the National Accounts of the Philippines were officially released through a forum in Metro Manila. These estimates together with the quarterly series can be accessed on the NSCB’s websitehttp://www.nscb.gov.ph/sna.
Through the forum, the NSCB will thoroughly explain the revised and rebased PSNA and other matters related to this initiative for better comprehension and understanding among the stakeholders.
Topics during the forum include the following: Global Developments in the System of National Accounts, the 2000-based Revised/rebased PSNA, Next steps on the revised/Rebased PSNA and Analysis of the Revised/Rebased PSNA and its Policy Uses.
NSCB Secretary General Dr. Romulo Virola and Deputy Director General of the National Economic and Development Authority Margarita Songco will lead the key guests during the one-day activity. (PIA-Cebu)

CSC-7 conducts seminar on public ethics, accountability

CEBU CITY, March 9 (PIA) -- Sixty-six (66) participants from the various national government agencies (NGAs), local government units (LGUs), government-owned and controlled-corporations (GOCCs) and the academe in Central Visayas (CV) attended the two-day seminar on “Public Service Ethics and Accountability” (PSEA) and revised Statement of Assets, Liabilities and Net Worth (SALN) at the CSC-7 Regional Office, Cebu City on March 7-8, 2012.
The seminar was conducted by the Civil Service Commission (CSC-7) and Cebu Council of Administrative and Personnel Officers (CCAPO) in Central Visayas.
CSC-7 asst. regional director Editha Luzano in her message said, the purpose of the activity is for the government employees to be oriented on public ethics and accountability.
Luzano also emphasized that values are important in our government system because they signify our own moral code as the other functions and political processes are.
Public ethics are part of the overall value system of the government.
CSC-7 chief personnel specialist Prolaine Daclan facilitated and was resource for a workshop based on the training module of PSEA to promote ethics, strengthen accountability and prevent corruption.
Daclan said ethics serve as a guide for behavior of people in public service, a common reference point and a unifying thread. It means deciding what is right and doing it.
The second day of the seminar tackled the revised SALN and major programs and projects of the commission.
While the participants found the new SALN complicated, everyone expressed willingness to comply with the requirements of the law.
The participants also vowed to apply in their offices what they have learned about public service ethics during the seminar. (mbcn/hfg/PIA-7)
