PNP-7 forms RTWG to implement 10-Point Action Plan

CEBU CITY, October 3 (PIA) – A Regional Technical Working Group (RTWG) at the Police Regional Office (PRO) 7 has been created to make sure that the 10-Point Action Plan laid down by Philippine National Police Chief Gen. Nicanor Bartolome is implemented down to the different line units in Central Visayas.
The 10-Point Action Plan is the PNP’s blueprint to strengthen peace and order by professionalizing the police force through enhancement and specialization of skills, continuous build-up of police equipment to maximize the use of resources and strengthening the reward and disciplinary system, according to PRO-7 Deputy Director for Operations S/Supt. Louie Oppus.
Also included in the plan are sustaining the Integrated Transformation Program and Performance Governance System; periodic performance audit; promotion of Rights-Based Policing and full development of human rights help desks in all police stations; enhancement of procurement, financial and logistics management systems; and enhancement of morale and welfare projects.
Oppus said under the plan, police offices must deploy one police in every barangay to act as conduit between the community and the police units and also there must be an accounting of wanted persons and service of warrants.
“But the deployment of the police to every barangay has already been carried out here a long time ago and that each policeman acts as a supervisor to the barangay tanods that complements the police in maintaining peace and order in their respective areas,” Oppus declared.
Although Oppus added that they will check whether all police commanders have really implemented such a scheme and this will be determined through a periodic assessment of their anti-criminality measures.
According to Oppus, the PNP chief wants the 10-Point Action Plan strictly implemented amid the challenge of Pres. Aquino to the PNP to intensify its fight against criminality.
In addressing human rights issues, Oppus said the PNP has been lauded by the United Nations Human Rights Commission (UN-HRC) because it has established its own Human Rights Office at Camp Crame to look into human rights violations committed by policemen.
“The police have always been accused of committing human rights violations because we are frontliners and we deal with the public. But we want to stress that we do not condone such behavior which is why under the plan, a human rights desk will be established in every police station,” Oppus disclosed.
On the move to promote morale and put up welfare projects for policemen, the PRO-7 bared it plans to build a tertiary hospital inside the grounds of Camp Sotero Cabahug where the Cebu City Police office is located to benefit policemen and their dependents. (PIA-Cebu)
